Elaine H. Chang
Elaine H. Chang Esq. is admitted in New York State, Federal District Courts at Washington D.C and Maryland. In addition, Chang, Esq. is admitted in Taipei, Taiwan. She received her LL.M from Georgetown University Law Center in Washington D.C. in 1992, with focus on International Law, International Trade Law and Regulation, International Transportation Law, International Criminal Law, International Telecommunication Regulation, Immigration Law and Refugees, and etc. Besides, Chang Esq. received her Master of Law and Bachelor of Law degrees from National Cheng-Chi University Law School in Taipei, Taiwan in 1983 and 1980.
Experience:
Before practicing law in the United States, Chang, Esq. had served as District Court Judge in Taipei, Taiwan from 1993 to1996. She heard and judged civil cases including sale of goods, land disputes, contract interpretation, transaction performance, surety, lease, copyright, patent, corporations and international investment. She judged marriage, divorce, succession adoption cases, and juvenile criminal cases. She supervised probation officers in investigating and collecting data, and in executing probation procedures. She reviewed foreclosure applications, supervised the attachment and auction procedures of movable and immovable property.
Chang, Esq. served as Public Prosecutor for District Court in Taiwan from 1990 to1993 and 1985-1987. She investigated and pursued indictments of criminal cases; researched and wrote indictment and discharge documents. She prosecuted criminal cases involving commercial fraud, copyright, patent law, trademark law and corporation law violations. She also served as Public Prosecutor for Ministry of Justice in Taiwan from 1987to 1990. She performed civil and criminal legal research and drafted opinions for Ministry of Justice and other governmental branches. She provided legislative legal advice to other ministries including Economics, Finance, Defense, Interior Ministries and Labor Committees.
Ms. Chang was a Lecturer for Ming Chuan College, and Shih Chien College in Taiwan from 1987 to 1989 and from 1994 to 1996, teaching “Introduction to Legal Study”, “Civil Law” and “Commercial Law”.
Ms. Chang is a member of American Immigration Lawyer Association, American Bar Association, and Taipei Bar Association.
